Course Description
 
本課程從國際政治觀點介紹國際組織與國際法的理論與實踐。藉由對聯合國和其他國際組織的瞭
解，和對全球議題的深入討論，本課程試圖探索國際制度與國際政治之間的互動機制，在現存全球
治理系統中，國際組織，無論是政府間或非政府間，扮演著日益重要的關鍵角色。在學期前半段，
主要焦點放在國際組織的制度結構、政治決策過程及其實質影響，並且涵蓋多項重大議題的討論，
包括和平與安全、經濟發展、環境保護和人權等。在學期後半段，則介紹國際法的本質、原則和結
構，講授範圍包括國際法的歷史發展和起源、主權與國家建立、國家責任、管轄權與領土、立法過
程、和爭端解決機制。整個課程主要探討國際組織和國際法對國家行為的影響和衝擊，並試圖對國
際制度的未來發展作出評估。
This course provides an introduction to the theory and practice of international organizations (IOs) within the larger context of world politics. Its central theme is the interaction between international institutions and politics, illustrated through a comprehensive examination of the United Nations and some selected regional organizations. International organizations, both governmental and nongovernmental, play an increasingly prominent role in efforts to resolve a wide range of global problems and are important
elements in the current system of global governance. This course explores the institutional structures,political processes, and impact of international organizations and covers a wide variety of crosscutting issues, such as peace and security, economic development, environmental protection and human rights.
Furthermore it will examine the nature, structure and sources of international law. Particular attention will be given to some selected topics such as the historical development of international law, sources of international law, the concepts of sovereignty and statehood, jurisdiction and territory, state responsibility,
law-making through treaties and other means, the use of force and international institutions. This course focuses on the practical impact of international organizations and international law on the conduct of international affairs and provides an assessment of the future development of international institutions.

 1. 學生請假悉依本校「學則」及「學生請假辦法」規定辦理。
2. 依本校「學則」第33條，曠課一小時，以缺課二小時論。學生某一科目之缺課總時數達該科全學期授課時數三分之一，經該科教師扣考後，即不准參加該科目之學期各項學習成績考試或評量。
