Course Description

本課程旨在介紹行政學的基本理論與實務，探討政府部門的組織運作與管理、人事行政與預算制度、以及政府部門所面對的改革挑戰與創新。學生將學習行政學的理論基礎，同時通過案例分析與實務操作，理解如何應對現代公共事務的各種問題，並提升解決公共問題的能力。本課程將結合理論學習與實際操作，幫助學生建立對公共行政運作的全面認識。

This course aims to introduce the basic theory and practice of public administration, explore the organizational operation and management of government departments, personnel administration and budget systems, as well as the reform challenges and innovations faced by government departments. Students will learn the theoretical basis of public administration, and through case analysis and practical operations, they will understand how to deal with various problems in modern public affairs and improve their ability to solve public problems. This course will combine theoretical learning with practical operations to help students develop a comprehensive understanding of public administration operations.

Course Objectives

1理解行政學的基本理論與原則：學生將掌握行政學的主要理論、概念及其在現代政府管理中的應用。 Understanding the Basic Theories and Principles of Public Administration: Students will master the main theories and concepts of public administration and their applications in modern government management.
2熟悉政府組織的運作機制與管理過程：學生將學習如何在實務中理解政府組織的結構、運作及諸多管理措施的流程與方法。 Familiarity with the Operational Mechanisms and Management Processes of Government Organizations: Students will learn how to understand the structure, operations, and various management processes and methods of government organizations in practice.
3提升管理與領導技能：學生將通過實務案例學習如何在公共部門進行有效的管理與領導，尤其是如何協調資源與達成組織目標。 Enhancing Management and Leadership Skills: Students will learn through practical cases how to effectively manage and lead in the public sector, particularly how to coordinate resources and achieve organizational goals.
4發展公共服務倫理與責任感：學生將了解公共服務中的倫理挑戰，並學習如何在公共管理中實踐誠信、透明與負責任的治理。 Developing Public Service Ethics and a Sense of Responsibility: Students will understand the ethical challenges in public service and learn how to practice integrity, transparency, and accountable governance in public management.

學生請假規則

 1. 學生請假悉依本校「學則」及「學生請假辦法」規定辦理。
2. 依本校「學則」第33條，曠課一小時，以缺課二小時論。學生某一科目之缺課總時數達該科全學期授課時數三分之一，經該科教師扣考後，即不准參加該科目之學期各項學習成績考試或評量。
