公共政策是一門擁有悠久歷史的學科，它植基於政治與公共行政的研究，並博採相關概念，建構起本身的學科範籌。本課程的目的在於提供學生對於公共政策相關的概念、理論、主題、決策途徑等有一全面性的認識；爾後，學生可以本課程的基礎架構，進一步選修其他公共政策的相關課程，如政策分析、政策規劃、執行與評估，以及社會福利、教育、環保等政策議題。

Public policy is a discipline with a long history. It is based on the study of politics and public administration and draws on related concepts to construct its own discipline. The purpose of this course is to provide students with a comprehensive understanding of concepts, theories, themes, decision-making approaches, etc. related to public policy. Afterwards, students can use the basic structure of this course to further elective courses related to other public policies, such as policy analysis, Policy planning, implementation and evaluation, as well as policy issues such as social welfare, education, and environmental protection.

2透析公共政策的形成過程 Analyze how the major full steps and processes of public policy;
3比較政策制定的相關途徑 Comparative the relative approaches to policy making;
4掌握政策輸出的重要面向 Domain the important dimensions about policy outcome.

週次內容備註
1課程簡介:
1.上課方式以老師講授為主，輔以相關實務個案之討論。
2.出席與討論(20%)：出席情形為評分項目之一，缺課超過三分之一依學校規定扣考。
3.筆記(20%)：上課同學必須抄寫筆記，筆記應於期末繳交評分。
4.期中考(30%)：考試範圍依課程進度於前次上課時宣布。
5.期末個案報告(30%)：每位同學選擇與本課程主題有關之公共政策個案，並以本書相關概念與理論進行分析；報告需準備15-25張ppt，報告時間為15-20分鐘。報告需包括下列內容:
壹、 緒論：問題敘述與分析
貳、 政策內容與規劃
參、 政策執行與效益評估
肆、結語
Course Introduction:
1. The teaching method is mainly based on teacher lectures, supplemented by discussions on relevant practical cases.
2. Attendance and discussion (20%): Attendance is one of the scoring items. If you miss more than one-third of the class, you will be deducted from the exam according to school regulations.
3. Notes (20%): Students must copy notes during class, and the notes should be submitted and graded at the end of the semester.
4. Midterm exam (30%): The scope of the exam will be announced at the last class according to the course progress.
5. Final case report (30%): Each student chooses a public policy case related to the theme of this course and analyzes it with the relevant concepts and theories of this book; the report requires 15-25 ppts and the report time is 15-20 minutes. The report must include the following content:
