Course Description
 
本課程旨在深入探討績效管理的基本理論與實踐，並特別聚焦於地方政府績效管理制度的設計與實施。學生將學習如何利用績效指標、績效評估與資源配置，來提升政府服務效率與效能。本課程將介紹國內外地方政府在績效管理中的成功案例與挑戰，分析如何結合地方政府的需求與政策目標來制定適合的績效管理框架。透過個案研究，學生將能夠了解地方政府如何在實踐中面對績效管理的複雜性，並學會設計與評估地方政府的績效管理方案。
This course aims to provide an in-depth exploration of the theories and practices of performance management, with a particular focus on the design and implementation of performance management systems in local governments. Students will learn how to use performance indicators, evaluation methods, and resource allocation to improve the efficiency and effectiveness of government services. The course will introduce successful cases and challenges faced by local governments in performance management both domestically and internationally, analyzing how to align the needs of local governments with policy goals to create suitable performance management frameworks. Through case studies, students will gain an understanding of the complexities of performance management in practice and learn how to design and evaluate performance management systems for local governments.
