Course Description
 
本課程將引導碩士在職專班學生深入理解全球治理的理論基礎、制度架構與現實挑戰。全球治理涵蓋跨越國界的重要議題，例如氣候變遷、公共衛生、難民與移民、數位安全與人工智慧治理等。本課程特別關注國際組織（如聯合國、世界衛生組織）、跨國網絡、公私協力機制，以及全球與在地政策如何互動。透過案例分析、小組討論與政策模擬，學生將強化其分析、批判性思考與政策倡議回應相關能力，並將全球議題與其專業領域（教育、消防、行政等）進行跨域結合。

This course aims to guide in-service master's students to gain an in-depth understanding of the theoretical foundations, institutional frameworks, and practical challenges of global governance. It addresses cross-border issues such as climate change, public health, refugee and migration governance, digital security, and AI regulation. Special attention is given to the roles of international organizations (e.g., UN, WHO), transnational networks, public-private partnerships, and the interaction between global and local policies. Through case studies, group discussions, and policy simulations, students will strengthen their analytical skills, critical thinking, and policy responsiveness, linking global issues to their own professional contexts (e.g., education, emergency services, public administration).
